About TRTI

Keeping in view the population of Scheduled Tribes in the state of Chhattisgarh, Tribal Research and Training Institute (TRTI) was established in the year 2004 under the centrally sponsored scheme by the State Government. The institute conducts research work and surveys on the socio-economic, culture, language and life of Tribals.

About TPSIPRD

Thakur Pyarelal State Institute of Panchayat & Rural Development (TPSIPRD) is the premier Institute under the Department of Panchayat & Rural Development, Government of Chhattisgarh. It was established in the year 2002 with the main objective of building the capacity of the Panchayati Raj Institutions, functionaries and members of the civil society organizations engaged in rural development.

About Two Day National Conference

Tribals constitute 8.6% of the total population of India. Albeit their profound culture and traditional knowledge, a vast majority of the Tribals stay at the low stratum of the society. Decades of development have prompted a reformist disintegration of the conventional rights over their traditional assets including the forest. This can be suitably attributed to the lacunae in the law and laws in execution. Against this backdrop, Hidayatullah National Law University in collaboration with TRTI and TPSIPRD is organizing a Two-Day National Conference on “Tribal Transition in India: Issues, Challenges and the Road Ahead” on 26-27 November 2021. The present conference is intended to provide a platform to discuss and deliberate the theme in detail during the technical sessions followed by the Panel Discussions being chaired by subject-matter experts.

Rationale Of The Conference

In the historical backdrop, the tribal identity has experienced numerous changes and challenges. The powers of globalization which entered into their ancestral world with dynamic state support have added torments to the existence of the clans. Even after seventy years of planned development, the initial state of clans has not improved and tribal regions are considered as underdeveloped in our country. Advancement measures in the tribal regions should consist of bringing harmony among safeguarding ancestral identity, culture and qualities while expanding and guaranteeing their admittance to standard educational facilities, wellbeing and vocation. Feeble land record frameworks, destitution, ignorance and exploitation have brought about persistent drainage of assets thereby prompting the pauperization of tribal communities.

Theme And Objective

Hidayatullah National Law University Raipur in collaboration with Tribal Research & Training Institute, Government of Chhattisgarh and Thakur Pyarelal State Institute of Panchayat & Rural Development, is organizing a two-day National Conference on “Tribal Transition in India: Issues, Challenges and the Road Ahead” on 26-27 November 2021.

  • To understand the functioning of local self-government in the tribal communities of India.
  • To support indigenous people and their traditional agriculture and livelihood systems by deliberations in the legal framework.
  • To learn their unique subsistence systems and provide solutions to socio-cultural issues for their active involvement.
  • To discuss schemes and international norms related to the welfare of indigenous communities for their overall development.
  • To create awareness of indigenous peoples’ rights in society.
  • To provide inputs to the concerned authorities for further policy formulation and implementation.

Papers are invited on any of the following sub-themes

  1. Historical Background of Self Autonomy of the Tribes;
  2. A Review of PESA: The Impairment of Tribal Rights in a Decentralized Government;
  3. Power of Traditional System of Local Self-government in resolving the ConFlict;
  4. Designing an Alternative Legal System for tribal governance in India;
  5. Gender and Customary Laws;
  6. Community claims on Forest Resources: A Review of Forest Rights Act,2006;
  7. Culture and Ethnic Identity;
  8. Tribal women and empowerment;
  9. Contribution of Judiciary in Protection of the Rights of Tribes;
  10. Conditions of the Internally Displaced Tribal Population;
  11. Protection of IP rights and Traditional knowledge of the tribes;
  12. Violations of the Rights of Indigenous Peoples by the Security forces and Armed Opposition Groups;
  13. Right to the food of indigenous communities;
  14. Right to life and occupations of indigenous communities;
  15. Tribals and International Humanitarian Law;
  16. Social justice lawyering, free legal aid for tribal communities.

These sub-themes are only suggestive areas and are not exhaustive. Papers that are not covered under above mentioned sub-themes but have relevance in the thrust area of the seminar may also be submitted.

Guideline For Paper Submission

  • The word limit for papers is 3000 – 5000 words (inclusive of footnotes) in Microsoft Word Document.
  • It must be typed in Times New Roman Font Size 12 on A4 size paper with 1” margin on all sides with 1.5-line spacing.
  • Plagiarized papers will be summarily rejected by the editorial board.
  • For referencing, author(s) are required to follow the Harvard Bluebook 20th Edition citation format.
  • The language of submissions should preferably be English.
  • The abstract of the paper should reach the coordinator of the conference via the google form accessible at – Click Here
  • Registration fee (To be paid after acceptance of the abstract)

For Paper Presentation

  • For Academicians and Professionals: Rs 1100/- (in case of Co-authors Rs 2100/-)
  • For Research Scholars: Rs 750/- (in case of Co-authors Rs 1050/-)
  • For Students: Rs450/- (in case of Co-authors Rs650/-)

Note: Co-authorship up to a maximum of two authors is allowed. In case co-authors from two different heads mentioned above, respective registration fees shall be paid individually. The registration fee is payable only after the acceptance of the abstract. Any payment made by the author(s) before abstract acceptance would not ensure acceptance of the abstract. For participation without a presentation: Rs300/- per person.
