About the Fest

Rayat College of Law (RCL), Railmajra, affiliated with Panjab University Chandigarh, is organizing the 2nd National Law Fest. The College has successfully organized three Inter-College Law Fests in the past. We have successfully organised various events & Competitions both Online as well as Offline - Legal and non-legal. This 2nd Nation Law fest is one of its kind, this Initiative of RCL is aimed to meliorate the Skills of Students aspiring to join the legal Profession as well as showcase the Practical aspect of law. With introducing various Legal events to disport Legal Skills, various Non-legal events will also be at hand for displaying the overall Enlightenment of Mind in various other Fields.

1. Client Counseling

  • It shall be open only to Law students (Integrated LLB/LLB/LLM)
  • Total 24 teams of counsellors (it may be extended as per discretion of the organizers)
  • Participation will be first cum first, serve.
  • The Confirmation will be received by Mail.
  • After the Registration and Confirmation, the counsellors shall be provided with Codes.
  • The registration shall be done by filling out a Google Form.
  • The registration fee is ₹2000/- for Councilors and ₹100/- for Clients participating in the Event. Please note that it is mandatory to attach a scanned copy of the transaction receipt or a screenshot of the same [The file shall be attached with the details in the Google form]
  • Cash prizes and certificates shall be awarded.
  • Multiple Participation is allowed from an institution.
  • All the Participants will get Certificate for Participation, the Winners will be provided with Merit Certificate.

RULES FOR CLIENT COUNSELING

1. Team Composition

  • Each team must consist of two participants only.
  • The two participants may be from any of the 3 year or 5 year LLB & LLM course.

2. Competition Format

  • There shall be 3 Rounds of Counseling session.

The Preliminary Counseling Session.

The Semi-Finals; and

Two teams with highest score from the Semi-Finals will be selected for the Final Counseling Session.

Rules given below shall apply to both rounds.

  • Total time given will be:

30 minutes per team (for preliminary round),

35 minutes (for semi-finals)

40 minutes (for finals).

  • Each Counseling Session is divided into three parts:
    Consultation,
    Post-Consultation,
    Critique.

Consultation

  • The consultation period shall be for 21 minutes.
  • The time period will start from the moment the client enters the chamber.
  • The time period is meant to be used for inter alia consultation with the client during which participants are expected to elicit the relevant information, outline the problem, find the clients expectations and propose a solution or other means of resolving the problem.
  • During the consultation and post-consultation, the team may use books, notes and other materials.
  • The time period is to be strictly adhered to but the judges may, in case of any reasonable circumstances provide an extra one minute to the team after which the client would necessarily leave and the post-consultation period would begin.
  • If the extended consultation session allowed an opportunity for a team to gather more information than other teams, this circumstance should be taken into consideration by the judges in making their decision. Judges may, in their discretion, penalize teams that allow the interview session to run longer than the stipulated time period.

Post Consultation

  • The time period for post-consultation is 5 minutes.
  • In the post-consultation period, the participants may talk to each other loudly so as to be audible to the judges or may indirectly address them in any other manner.
  • Participants may summarize the interview, indicate the scope of the legal work to be undertaken, and state the legal issues that should be researched. Explanation of the position or attitude taken by the students may be useful.
  • If the students feel that some documents are appropriate, like a letter to the client confirming their retention as attorneys, the fee arrangement etc, or a letter to 2 opposing counsel or to the party with whom the client is having their legal problems etc., they may dictate such a document at the post-consultation stage.
  • At the completion of the time period of Post-Consultation, the time Keeper shall stop the participants or signal them to stop in an obvious manner. Failure of the participants to comply with the above rule will attract negative marking as prescribed by the Organizer to the judges.

Critique

  • After the completion of the Post-Consultation period, the judges may question the participants on matters deliberated upon or mentioned by the participants or the client during the consultation of post-consultation period.
  • The judges may ask any question which they consider material and questions meant to test the participant's understanding of the facts and/or law applicable or applied by the participants in the case.
  • The time period for this session is 4 minutes and the judges may extend it at their discretion.

Semi-finals

Same rules are to be applied, but the total time allowed will be 35 minutes divided as follows:

Consultation: 24 minutes

Post consultation: 6 minutes

Critique: 5 minutes

Finals

Same rules to be applied but the total time allowed will be 40 minutes divided as follows:

ï‚· Consultation: 25 minutes

ï‚· Post consultation: 8 minutes

ï‚· Critique: 7 minutes

LAW APPLICABLE

The problems shall be broadly based on but not completely limited to the following laws and participants are expected to have knowledge of any other ancillary laws and procedures:

  • Family law
  • Indian Penal Code
  • Code of Criminal Procedure

JUDGING CRITERIA (Total 100 marks)

Alternative Courses of Action (10 marks): Consistent with the analysis of the client’s problem, developed a set of potentially effective and feasible alternatives, both legal and non-legal.

Client’s Goals and Expectations (20 marks): Learned the client’s goals and initial expectations; modified or developed these as necessary.

Moral and Ethical Issues (10 marks): Recognized, clarified and responded to any moral or ethical issues which may have arisen, without being prejudicial in judgments.

Post-Interview Reflection (20 marks): During the follow up phase, gave evidence of having recognized their own and the client’s feelings, the strengths and limitations of their interviewing and counseling skills, their handling of the substantive aspects of the client’s problems (legal and non-legal), provided for an effective follow-up.

Problem Analysis and Effective Conclusion (20 marks): Analyzed the client’s problem with creativity and from both legal and non-legal perspectives, resulting in a clear and useful formulation of the problem.

Teamwork (20 marks): As collaborating counsellors, worked together as a team, with flexibility and an appropriate balance of participation. Marks allotted by the Judges shall be final.

2. Law Quiz

RULES FOR LAW QUIZ

  • Each Team shall comprise of solo participant.
  • The preliminary round shall be in written form.
  • The questions shall be in the form of multiple choice, true/false statements, specific answer based etc.
  • Top 10 Team Scoring the highest marks in the Screening Round shall qualify for the Final Round.
  • Quiz will cover topics related to: Constitution Law and Legal Current affair
  • The quiz shall be conducted within a span of 2 hours.
  • Multiple Participation is allowed from an institution.

ELIGIBILITY

  • The competition is open to all the students pursuing a Bachelor's/Master's/PG degree/ LL.B 5 year Integrated , LL.B 3 year or Certificate course from any University/College/Institute.
  • No restriction on the number of entries from one University/College/Institute.

SEQUENCE

Screening Round (written)

  • There are 40 Multiple Choice Questions in the Preliminary written round.
  • Time duration for the Preliminary round is 40 minutes.
  • On the basis of merit, teams shall qualify for the final round.
  • After the Preliminary round, test copies will be checked, and the result for the teams selected for the final round will be declared.

Final Round (written)

  • There are 40 Multiple Choice Questions in the Final written round.
  • Time duration for the Preliminary round is 40 minutes.
  • On the basis of merit, winner and runners up team will be declared.

3. Judgment Writing

The Judgment writing competition entails to capture the art of decision making in budding lawyers aspiring to join the reputed judicial services and to unfold the dynamic role of the Judges in relation to society. The judgment writing competition involves a comprehensive approach towards law in terms of theory and implication of law. The legal arguments on facts and situation with legal precedents and reasoning pave way for judgment writing.

ELIGIBILITY AND GENERAL RULES

  • The Competition shall be open for the students currently pursuing their Bachelor’s Degree in law i.e. 3-Year LL.B. course or 5-Year LL.B. course from any recognized university/school.
  • Individual participation as well as participation in a team of two i.e. co-authorships, is allowed.
  • Multiple Participation is allowed from an institution.
  • The participants shall be provided with a factual matrix and would be required to write a judgment based on the same.
  • The participants shall write a single opinion. Multiple opinions are not allowed.
  • Time Limit: 1Hour.

CONTENT

The Judgment should inter alia include: (in no particular order, except the Operative Part which must come last)

  • Jurisdiction
  • Determination of Facts Admissibility/Maintainability Issues for Determination
  • Framing Specific Questions for Determination
  • Relevant Legislations
  • The arguments of the Petitioner/Appellant
  • The arguments of the RespondentsReasoning of the court
  • Reference to Authorities & Precedents
  • Decisions/Outcomes on Issues

The participants may fill in necessary particulars/fillers to the judgment (i.e. name of advocates, judges etc.).

Such fillers should not reveal the identity of the participants. Such a revelation would lead to immediate disqualification.

The language of the Judgment should be in English.

The word limit is 3500 words (not including footnotes).

4. Moot Proposition Writing

ELIGIBILITY AND GENERAL RULES

  • The Competition shall be open for the students currently pursuing their Bachelor’s Degree in law i.e. 3-Year LL.B. course or 5-Year LL.B. course from any recognized university/school.
  • Individual participation as well as participation in a team of two i.e. co-authorships, is allowed.
  • Multiple Participations is allowed from an institution.
  • The theme of the competition shall either be Criminal law or Family Law.
  • Time limit: 1 Hour.

MANDATORY FORMAT

  1. Name of the Country: – Asgard [The Laws of Asgard are parimateria (same) to the laws of India]
  2. Characters: – Not more than 7 Persons
  3. Duration of the Year: – 2010 – 2021 (The incident should be within this prescribed year)
  4. Crime spot should be compulsorily mentioned in the proposition. (The place can be named according to you)
  5. Reports: – For example Ballistic reports, Police reports, Medical reports etc. (You can consider any reports accordingly).
  6. Issues: – Not more than five issues.
  7. Laws can include – Constitution of India 1950, Indian Penal Code Act 1860, Indian Evidence Act 1872, etc.
  8. Commission of the crime: -The case should be committed only in the country of Asgard.
  9. Word limit: – 1500

Rules of the Quiz

The rules for the Law Quiz are as follows-

1. The quiz is an individual competition.

2. It will be divided into 2 rounds- Prelims, Quarter finals, Semi finals and Finals.

3. The Prelims will be written round comprising 40 questions (Multiple choice questions and fill in the blanks)

4. For the written rounds, all participants will have to answer the questions within a stipulated time.

5. Qualifying top 15 participants will proceed to the Final which will be written round.The final written roundwill be comprising 40 questions (Multiple choice questions and fill in the blanks)

6. The Prelims will take place on 16th March, 2023and Final will be held on 17th March, 2023

7. All participants will be required to join a Google Meet link before the commencement of reach round for detailed instructions.

  • Any student pursuing any graduation or post-graduation course is eligible.

  • The Poem for recitation may be of any writer or it may be self-composed.
  • The participants shall declare the name of the writer/book from which they have taken the poem.
  • It is an open recitation.

GENERAL RULES

  • Theme for the Competition shall be declared on the spot.
  • The slogan should not be copied from any online sources, Journals, Conferences. If found, directly will be eliminated from the competition.
  • All participants must provide a slogan relevant to the theme of the competition in no more than 30 words.
  • Slogan should be typed in English and Hindi and be presented on A3 size paper.
  • Time Limit: 1Hour.

4. Essay Writing

GENERAL RULES

  • The Board of judges shall provide topic of the essay at the venue of the competition.
  • The contestants shall be given two (2) hours to develop the composition.
  • The contestants shall be provided with assigned Codes. They are prohibited to write their names and the University they are representing.
  • No printed materials, electronic gadgets, or storage devices shall be utilized.
  • The contestants are prohibited to wear their university uniform or any symbol/s (e.g. ID lanyard) that mark distinction of their respective university.
  • The result of the contest shall be declared immediately after the judges have finished rating the contestants’ manuscripts.
  • The judge’s decision shall be final.
