Wind, sand, and a dream of flight brought Wilbur and Orville Wright to Kitty Hawk, North Carolina where, after four years of scientific experimentation, they achieved the first successful aeroplane flights on December 17, 1903. With courage and perseverance, these self-taught engineers relied on teamwork and applying the scientific process. What they achieved changed our world forever. Inspired by the invention of flight the world of civil aviation has witnessed numerous changes.

Concerning to promote the safe and orderly growth of civil aviation worldwide, the International Civil Aviation Organization (ICAO) was established under the legal regime of the Chicago Convention, in 1944. It has set the standards and regulations necessary for aviation safety, security efficiency, regularity, and environmental protection. Concerning the legal regime and the law enforcement agencies concerned in India is that the regulatory body in the field of civil aviation is the Directorate General of Civil Aviation (DGCA), which is to promote air transport services to/from/within India with safe and orderly growth. It coordinates all regulatory functions with the ICAO. Private players were allowed to provide air transport services after the repeal of the Air Corporations Act, of 1953. Today, the Indian civil aviation industry accepted the concept of LOW-COST airlines, which have made air travel affordable.

The Government of India allowed air taxi operators to operate flights from any airport, both on a charter and non-charter basis and to decide their flight schedules, cargo and passenger fares. The progress of civil aviation in the world made people travel seamlessly without any big trouble. There are teething problems concerning the strict implementation of the legal regime in this niche and complex sector. The development of international law in this sector has been making steady progress. When it comes to the implementation of international laws are concerned there were differences exhibited by various nations, as they are parties to the Different Conventions.
