Answer
The literal meaning of Iddah is to keep count. Iddat is a period of waiting that Islam has imposed upon a woman who has been divorced or whose husband has died, after which a new marriage is permissible. Under Sunni Law, marriage with a woman undergoing iddat is irregular and not void. But under Shia Law, marriage with a woman who is undergoing iddat is not void. The period of Iddat begins from the date of the divorce or death of the husband and not from the date on which the woman gets the information of the divorce or death of the husband. If she gets the information after the expiry of the specified period, she need not observe the required iddat.
Ameer Ali says that it
"an interval which the woman is bound to observe between the termination, by death or divorce of one matrimonial alliance and the commencement of another.
If the marriage is not consummated, iddat has to be observed in the case of death. If a marriage is dissolved and consummation has not taken place, the divorced woman is not required to observe iddat as there is no chance of her being pregnant.
