About GCRCJS

Recognizing that a comprehensive appreciation of the technicalities, complexities and patterns of criminal law are indispensable for realizing the goals of the law, the University established the Centre for Research in Criminal Justice Sciences. (GCRCJS) It is a Centre dedicated to carry out research in the niche area of Criminal Law. The Centre provides a platform for a holistic research environment and aims to further knowledge and academic discussions about the multifaceted dimensions of criminal science.

GCRCJS conducted the 1st National Essay Writing Competition in July-August, 2021, a Certificate Course on Cyber Crime, Crime Forensics and Law in August, 2021 and the 13th Asian Criminology Conference in July 2022 which had about 500 participants, resource persons and organizing committee members from all across India and the world, with representation from countries such as Malaysia, Australia, Japan, Sri Lanka and Bangladesh.

The 13th Asian Criminology Conference, which was organized in collaboration with the Asian Criminological Society, National Forensic Science University, Gujarat Maritime University and University of Madras (Department of Criminology) received more than 200 abstracts across 11 different sub-themes, and was graced by dignitaries such as Chief Justice of Gujarat High Court, Hon’ble Justice Aravind Kumar, Hon’ble Justice NV Anjaria from the Gujarat High Court, Shree Harsh Sanghvi, Home Minister, Gujarat, Hon’ble Justice Kaushal Thaker from the Allahabad High Court, Prof. Dr. NK Chakrabarti, Director of WBNUJS and many more.

GCRCJS has facilitated transfer of knowledge and ideas by conducting 8 student discourses under the “Crime and Justice: A Discourse Series” and published 6 issues of its well-regarded newsletter “The Crime and Justice Gazette” which covers a wide range of contemporary issues, murder mysteries, case comments, articles, crosswords and riddles. GCRCJS has had the privilege of hosting Shri Shekhar Naphade, Senior Advocate, practicing at the Supreme Court of India for a webinar pertaining to the law of evidence.

About Police Academia Interaction Forum (PAIF)

A decision was taken in the DGsP/ IGsP Conference, 2018 held in a Tekanpur, Gwalior, Madhya Pradesh to set up Police-Academia Interaction Forum (PAIF) to facilitate interaction of final year students of National Law University (NLU) with Police Officers on legal matters including issues related to forensic science for improving the quality of investigation and prosecution of criminal cases. The interaction will also give opportunity to the students and the members of faculty to study issues related to law enforcement, police administration, prosecution and other issues of academic interest.

Ministry of Home Affairs, Govt. of India, New Delhi has issued an advisory to States/UTs for setting up of Police-Academia Interaction Forum (PAIF) as per the decision taken in the DGsP/IGsP Conference, 2018. The DG & IG of Police, Gujarat has decided to set up Police-Academia Interaction Forum (PAlF) with the participation of Gujarat National Law University (GNLU), Gandhinagar; Gujarat Forensic Sciences University (GFSU), Gandhinagar and Raksha Shakti University (RSU), Ahmedabad.

India is completing 75 years of Independence on 15th August 2022. The Indian journey post-Independence has been upwards and upwards, and Indians have attained significant might and glory at all spheres and forums of social, economic, political, cultural, technological and legal dimensions. While commemorating 75 years of Independence, it is indispensable to laud the efforts of the police force and the armed forces- the Indian Navy, Indian Army and Indian Airforce who work tirelessly and ceaselessly in order to ensure safety and security in the nation.

The police and the armed forces play a pivotal role in the development of India, and it thus becomes very important to talk about the role of the police and armed forces in the proliferation and administration of criminal justice in India, while emphasizing on essential topics such as surveillance, investigation, intelligence, arrests, and the justice delivery system. The Indian Navy has countless achievements to its roster, to name a few- Operation Sankalp, Operation Samudra Setu, Mission SAGAR and SAGAR-II, and performed brilliant activities with navies of foreign countries, such as- SLINEX 2020, INDRA NAVY 2020, JIMEX 2020, etc.

Today, as war and conflict surround major countries of the world, the Indian Armed Forces, whose training, expertise and experience is impeccable in their niche areas, ensure that the Indian fronts are safeguarded against any aggressors and stories of their valor, hard-work, determination and integrity, continue to inspire all Indian nationals. Thus, the Webinar themed “India @75: Revisiting National Security And Governance”, will talk about their contribution in detail, highlighting their role in India post-independence.

1. Dr. Prabhakaran Paleri Sir, Former Director General of Indian Coast Guard

Topic: “National Security: A Contrarian Appraisal”

Dr. Prabhakaran Paleri is a former director general of Indian Coast Guard with naval and marine customs background. Post retirement in 2006, he is engaged in strategic and management research, writing, academics, media discussions and corporate governance. He was a visiting senior research fellow at the Ocean Policy Research Foundation, Tokyo and at Nanyang Technological University, Singapore.

He is a graduate in mechanical engineering with nuclear engineering as elective, postgraduate in business administration and Fellow of the Narotham Morarji Institute of Shipping, Mumbai in shipping commerce, law and management. He was awarded a master’s degree in national security strategy by the National Defense University, Washington, D.C. in 1993. He was inducted into the Hall of Fame of the National War College of the University in 2009. He holds a multi-disciplinary Ph.D. degree in business administration and defense and strategic studies from the University of Madras.

He has researched and authored nine books including text books on strategic and management subjects and published various papers. He has been awarded the first coast guard medal, commendation from the Central Board of Excise and Customs and the President’s coast guard medal for exemplary operational command and leadership while in active service. Presently he is engaged with the Chinmaya Institute of Technology, Kannur under the University of Kannur, as an adjunct faculty in business administration and advisor in addition to his other post retirement activities.

2. Shri Narsimha Komar Sir, Additional Director General of Gujarat Police

Topic: “Indian Policing @ 75

Shri Narsimha Komar is an IPS officer from 1996 batch. He is an alumnus of Indian Institute of Management, Bangalore. Sir is an Indian Police Service officer, serving as Additional Director General of Police of Law and Order, Gujarat Police and has also served as Superintendent of Police and Deputy Inspector General of Police at CBI. Sir has been recently promoted to additional director general of police and was also given charge of police modernization.
