Jabalpur, 7 February 2026 — Dharmashastra National Law University (DNLU), Jabalpur, in collaboration with Bharatiya Shikshan Mandal (Mahakaushal Prant), successfully organised a high-level panel discussion on the Viksit Bharat Shiksha Adhishthan Bill, 2025 at the BRBRAITT Campus, Ridge Road, South Civil Lines, Jabalpur. The event brought together eminent academicians, policymakers, and education leaders to deliberate on transformative reforms proposed for India’s higher education sector.

Vision Behind the Viksit Bharat Shiksha Adhishthan Bill, 2025

The Viksit Bharat Shiksha Adhishthan Bill, 2025 proposes a comprehensive overhaul of higher education governance through a unified, transparent, and trust-based regulatory framework. The Bill seeks to enhance institutional autonomy with accountability, strengthen academic quality, and improve India’s global competitiveness in education. Discussions during the programme focused on governance reforms, curriculum innovation, quality assurance mechanisms, and international engagement, along with challenges likely to emerge during implementation.

Inaugural Session Highlights

The programme commenced with a welcome address by Prof. (Dr.) Manoj K. Sinha, Vice-Chancellor, DNLU Jabalpur, who reaffirmed the university’s commitment to policy-oriented academic engagement and emphasised the balance between autonomy and accountability in higher education.

Prof. (Dr.) Mandeep Sharma, Vice-Chancellor, Nanaji Deshmukh Veterinary Science University, Jabalpur, in his opening remarks, stressed the importance of outcome-based regulation to strengthen public trust and academic excellence.

Delivering the keynote address, Prof. (Dr.) Rajendrakumar K. Anayath, Vice-Chancellor, Maharshi Valmiki Sanskrit University, Haryana, outlined the transformative vision of the Bill and its potential to create a robust, transparent, and integrated governance model for Indian higher education.

Three Thematic Panel Discussions

  • Panel I: Governance Reform and Trust-Based Regulation

The first panel focused on the need for central coordination with regional flexibility in higher education governance. Experts observed that trust-based regulation must be supported by institutional stability and capacity building rather than mere compliance.

The session was moderated by Prof. (Dr.) Devendra Pandey. The panel reached a consensus that governance reforms must be accompanied by sustained public investment and financial autonomy.

  • Panel II: Autonomy, Accountability and Quality Assurance

This session examined academic, administrative, and financial autonomy. Speakers cautioned that autonomy without accountability could erode standards and advocated for outcome-based accreditation measuring employability, research impact, and community engagement.

The discussion was chaired by:

  • Prof. (Dr.) Alok Choubey, Vice-Chancellor, Mahatma Gandhi Chitrakoot Gramodhyog University
  • Prof. (Dr.) Bipin Beohar, Former Chairman, MPPSC

The session was moderated by Prof. (Dr.) R. P. Yadav, concluding that teachers remain the backbone of institutional excellence and quality assurance must evolve as a living culture.

  • Panel III: Multidisciplinary Education and Global Competitiveness

The third panel emphasised aligning global aspirations with Indian socio-cultural realities. Faculty shortage was identified as a major challenge for multidisciplinary education. Experts advocated a local-to-global paradigm, strengthening traditional knowledge systems while fostering modern technical competence.

The session was chaired by:

  • Dr. Biplab Paul, Vice-Chancellor, Sardar Patel University, Balaghat
  • Prof. (Dr.) S. P. Gautam, Former Chairman MPPSC

Moderation was conducted by Prof. (Dr.) Sushil Kashav.

Key Outcomes and Future Roadmap

A major outcome of the programme was the systematic documentation of expert recommendations, which will be compiled and submitted to higher authorities in New Delhi as an academic policy input for effective implementation of the Viksit Bharat Shiksha Adhishthan Bill, 2025.

The event was summed up by Dr. Praveen Tripathi, Registrar, DNLU Jabalpur, followed by concluding remarks from Dr. Sanjay Pathak, Akhil Bhartiya Sampark Pramukh, Bharatiya Shikshan Mandal. The vote of thanks was delivered by Prof. (Dr.) Gyanendra Tripathi, Prant Mantri, Mahakaushal Prant.
