Article 110(1), grants to the Lok Sabha Speaker the authority to certify a draft law as a money bill so long as such legislation deals only with all or any of the matters specifically listed in the provision. These include subjects such as the imposition or abolition of a tax, the declaring of any expenditure to be expenditure charged on the Consolidated Fund of India, and, significantly, also any matter otherwise incidental to the subjects specified in Article 110.

Article 110 (3) in the constitution provides that the decision of the speaker of the Lok Sabha shall be final in case a question arises regarding whether a bill is a money bill or not. In India speaker makes this decision in his / her own capacity.

Talking specifically about the Deputy Speaker of the Lok Sabha, he or she is not subordinate to the speaker of Lok Sabha, they are responsible for the Lok Sabha and they are the second-highest-ranking legislative officer of the Lok Sabha, the lower house of the Parliament of India. They act as the presiding officer in case of leave of absence caused by the death or illness of the Speaker of the Lok Sabha. It is by convention that the position of Deputy Speaker is offered to the opposition party in India.

Therefore, in case of the absence of the Speaker, the Deputy Speaker presides over the sessions of the Lok Sabha and conducts the business in the house. He decides whether a bill is a money bill or a non-money bill, so it is clear that certification of a bill as a money bill by the Deputy Speaker will be valid with the same value as if it is done by the Speaker of the Lok Sabha itself.
